A team of data experts from Seedo, a company based in Israel that manufactures auto-grow hydroponics devices, compiled data for the 2018 Cannabis Price Index. The Seedo team selected 120 different cities around the world and surveyed legal store prices, street prices, and annual consumption data. Cannabis in these cities have a varying degree of legality – from highly illegal to completely legal (both for medical and recreational purposes).
Seedo’s findings revealed that Tokyo, Japan sells the most expensive cannabis in the world. In Tokyo, a gram of pot – sold only on the black market – will cost you $32.66.
Meanwhile, Quito, Ecuador sells the cheapest weed. You can get cannabis legally in Quito for only $1.34 per gram. And the bonus part? You are allowed by law to possess up to 10 grams of cannabis!
This highly variable cost in different cities indicates that cannabis prices do not drop in proportion to the rise in consumption. Prices also do not necessarily drop the more legal cannabis becomes.
A close second to Tokyo is Seoul in South Korea, where cannabis costs $32.44 per gram. Another Japanese city is third on the list of cities with the highest cannabis prices. Kyoto sells cannabis for $29.65. Hong Kong is fourth with a per gram price of $27.48. Bangkok in Thailand made it to top five with a cannabis price of $24.81.

It can be noted that in the most expensive cities, cannabis is illegal, except for Oslo in Norway, where cannabis has been decriminalized.
Meanwhile, when it comes to cities with the least cannabis prices per gram, Bogota in Colombia places second. It sells weed for $2.20. The third cheapest cannabis in the world can be bought in Asuncion, Paraguay for $2.22. This is followed by Jakarta in Indonesia, where cannabis can be purchased for $3.79. Making it to the top five cheapest cannabis prices is Panama City, Panama, where a gram of weed sells for $3.85.

It can be noted that in six of these 10 least expensive cities, cannabis is illegal. In Quito, cannabis has been decriminalized, while in Bogota and Asuncion, cannabis is legal only for medical purposes. Meanwhile, it is only in Montevideo, Uruguay where cannabis has been legalized.
According to The Guardian, Seedo reached these figures based on prices that cannabis users had submitted to crowdsourcing websites like MarijuanaTravels.com and PriceOfWeed.com.
Meanwhile, in the United States, Washington DC has the highest priced cannabis. Cannabis sells for $18.08 per gram here and the drug is already legalized for both medical and recreational purposes. It is followed by Chicago, Illinois, where cannabis is priced at $11.46 per gram. Placing next is Philadelphia, Pennsylvania, where cannabis is sold for $11.30.

Seedo’s data team also showed which cities in the world consume the most cannabis. New York City is the world’s biggest cannabis consumer, with a yearly consumption rate of 77.44 metric tons. It can be noted that in NYC, only medical cannabis is illegal.
Next to NYC is Karachi in Pakistan. Karachi has a yearly cannabis consumption rate of 41.95 metric tons. Cannabis in this city is illegal.
Placing third among the world’s top pot smokers is New Delhi, India. New Delhi’s cannabis consumption per year is 38.26 metric tons. Cannabis here is also illegal.
The award for the lowest cannabis consumption rate per year goes to Singapore, where the drug is strictly illegal. Singaporeans consume cannabis only at a yearly rate of 0.02 metric ton.
